This is used to create or delete staticPrimary VFPAs (default vsans
on a fibre port ).  Creation replaces the existing staticPrimary VPA
while deletion replaces the existing VFPA so that the vsan number
is 1 for the given fibre port.  Of course the corresponding vsan and
fiber port must exist.
