The hourly RefreshInterval value specifies how often the SCU
should check the TFTP server for changes to the
configuration file.  A value of zero indicates the SCU
should not check the TFTP server for a more recent
configuration file, effectively 'freezing' the current
configuration.  Auto Upgrade refresh operation will occur
only if the UpdateMode value is set to Auto(1)
