The Regulator Set profile table. Each row in the table represents a
Regulator Set. A bandwidth regulator set allows the user to regulate
traffic based on the following information:
p-bits in 802.1Q / 802.1Q-in-Q tags
IP precedence bits in IPv4 TOS byte
DSCP bits in IPv4 DSCP byte.
