The rate limit as a percentage of input port bandwidth.
Packets received in excess of specified rate limit will receive
the service defined by value of a3ComQosCtrlExcessPktsServiceLevel
object.
A value of 0 indicates no rate limit. A value of 101 indicates
that this object is not being used and the value of the
a3ComQosCtrlRateLimitKbps object will determine the rate
limit (if any).
