Defines the action that authentication should take if
authentication succeeds but the associated accounting start
fails.
1 (ignore) - treat as authentication success; ignore
    accounting start failure.
2 (reject) - treat as authentication failed if
    corresponding accounting start fails.
Default value is 1(reject).
