This table contains the objects necessary to describe the
operation of OSCP over wavelengths that terminate at this
switch. There is one entry for each wavelength that has a
message channel for control and management purposes.  The
table is also used to configure the parameters used to
control aggregation of multiple wavelengths that terminate
at the same remote switch.
Most of the information in this table is discovered by
OSCP dynamically.
