This table supersedes the earlier cooOtsControllerTable which used
only ifIndex as the INDEX. The previous design could not distinguish
between LINE and COM port attributes on the same physical interface
(e.g., different TX power, gain settings per port). The composite
INDEX structure { ifIndex, cooOtsController2PortType } was introduced
to support multi-port OLS modules where LINE and COM ports share an
ifIndex but require independent operational data.
