The Node Information Advertisement table provides information for a RT about all the other nodes on the network.
The RT will have access to the node number, management IP address, management MAC address, number of NIA messages
received from a node and the target-ID of a node for all the nodes in that network.
Each SM advertises its node management information to all other nodes in the system.
Each node collects all this information so that it can be displayed.
