in responses to 'Get Nearest Server' requests.
Separate lists are kept for each port.  When
a request is receive over a particular port, this
system will respond with the preferred server
assigned to that port.  If more than one preferred
server has been assigned to a particular port,
each server will be offered in a round robin 
fashion.  That is, if serverA, serverB, and
serverC have been assigned to port 1, serverA will
be offered in response to the first request,
serverB in response to the second request, and
so on.
