The row of the xgcpMsgStatTable contains 
information about XGCP message statistics per IP address
of the Media Gateway Controller.
An entry is created when a request messge with new IP 
address is received from Medida Gateway Controller. 
When the table is full, an entry is deleted if it is 
LRU (Least Recently Used).
