Usage:  Conforming management agents SHALL 'reject' any

(ie, while 'xcmSimpleJobInterceptInProgress' is 'true'),
with 'badValue' (SNMPv1) or 'inconsistentValue' (SNMPv2/v3).
              
Usage:  Conforming management stations SHALL set
'xcmSimpleJobInterceptOperation' (mgmt operation) and
'xcmSimpleJobInterceptData' (mgmt arguments)
SIMULTANEOUSLY (in the same SNMP Set-Operation PDU).
