Usage:  Conforming management agents SHALL 'reject' any
SNMP Set-Request to 'xcmHrDevMgmtCommand[Request|Data]'
while another management operation is already in progress
(ie, while 'xcmHrDevMgmtCommandInProgress' is 'true'),
with 'badValue' (SNMPv1) or 'inconsistentValue' (SNMPv2/v3).
              
Usage:  Conforming management stations SHALL set
'xcmHrDevMgmtCommandRequest' (mgmt operation) and
'xcmHrDevMgmtCommandData' (mgmt arguments)
SIMULTANEOUSLY (in the same SNMP Set-Request PDU).
