with 'badValue' (SNMPv1) or 'inconsistentValue' (SNMPv2/v3).
              
Usage:  Conforming management stations SHALL set
'xcmCommsMgmtCommandRequest' (mgmt operation) and
'xcmCommsMgmtCommandData' (mgmt arguments)
SIMULTANEOUSLY (in the same SNMP Set-Request PDU).
