NSX Manager waits for 2 minutes after publishing the Spoofguard configuration to each host in the cluster. If a host takes more than 2 minutes to process the data, it times out. Please check the Host in question. See if VSFWD is functioning or not. Also use CLI commands to verify if the rule realization is working properly or not. See kb.vmware.com/kb/2125437.
