This object is used to affect the TRIP connection
state.
up(1) : Allow a connection with the peer LS.
down(2) : disconnect the connection from the peer LS and
do not allow any further connections to this
peer.
If this value is set to down(2) then tripPeerState will
have the value of idle(1).
