IPv4 ARP entries learned on an IP interface has exceeded the
configured maximum.
[EFFECT] The number of entries have exceeded the configured limit as
specified by vRtrIfArpLimit. No new entries are learned until an entry
expires.
[RECOVERY] Increase the arp-limit.
