to 'true', the applicable scheduler CIR (tmnxSubOvrCIRHi and

The value of tmnxSubOvrCIRHi equal to 4294967295 (0xFFFFFFFF) and the
value of tmnxSubOvrCIRLo equal to 4294967294 (0xFFFFFFFE) indicates no
