disable improved assert processing on this interface.
The PIM Assert process establishes a forwarder for a LAN and requires
interaction between the control and forwarding planes. The Assert
process is started when data is received on an outgoing interface.
This could impact performance if data is continuously received on an
outgoing interface.
If this flag is set to 'true', the PIM assert process is done entirely
on the control-plane with no interaction between the control and
forwarding plane.
