The value of vRtrPimNgGenEcmpBalance specifies whether the multicast
balancing of traffic over ECMP links is enabled or not.
              
If the value of vRtrPimNgGenEcmpBalance is 'true', each and every
multicast stream that needs to be forwarded over an ECMP link will be
re-evaluated for the total multicast bandwidth utilization.
Re-evaluation will happen on the ECMP interface in question.
              
The value of vRtrPimNgGenEcmpBalance is mutually exclusive with the
value of vRtrPimNgGenEcmpHashingEnabled in the same context.
              
An 'inconsistentValue' error is returned when an attempt is made to
set the value of vRtrPimNgGenEcmpBalance to 'true' when the value of
vRtrPimNgGenEcmpHashingEnabled is set to 'true'.
