copy the pad TLV from the OAM echo request to the OAM echo response.
The combination of tmnxOamVxlanPingCtlReflectPad='true(1)' and
tmnxOamPingCtlSize=0 is rejected, because tmnxOamPingCtlSize=0
indicates there is no pad TLV to be copied.
The combination of tmnxOamVxlanPingCtlReflectPad='true(1)' and
tmnxOamVxlanPingCtlReplyMode='udp(2)' is rejected.
