The value of tmnxOamTrCtlInitialTtl specifies the initial TTL
value to use. This enables bypassing the initial (often well known)
portion of a path.
This parameter is not configurable for 'icmpTraceRoute'; the default
value 1 is used.
This parameter is not used with 'ethCfmLinkTrace'.
This parameter does not affect the test execution for
'vccvTraceRoute', but applications may use the value to filter results
for that test type.
