created/destroyed.
The nine rows are indexed by the session name, the test type, and the
nine combinations of bin type and direction.
A delay test is created/destroyed using
tmnxOamPmCfgDelayDmmRowStatus,
tmnxOamPmCfgDelayMplsRowStatus, or
tmnxOamPmCfgTwampLtRowStatus.
