specified measurement interval data set.
              
A frame is counted if the TWAMP-Light Availability state is Available
at transmit time (as specified in MEF-35 Section 9.2.5).
              
A simple count of the frames transmitted for the test is available in
tmnxOamPmStsBaseTestFramesTx.
