to be collected for one OAM-PM streaming template.

Then, an OAM-PM test which refers to 'strTmpl_1' will collect streaming

2. Average Inter-Frame Delay Variation (IFDV) in the forward
direction.
Rows are created and destroyed using tmnxOamPmCfgStrMeasRowStatus.
