The value of tmnxNtpConfigServer specifies whether or not the NTP
configuration is acting as a NTP server or not.
This object is fixed to 'true(1)' for rows consisting of a vRtrID
value greater than 1.
For the entry with vRtrID set to 1, the default value is 'false(2)'.
