The start of the range is always equal to one.
The actual maximum value of the object tmnxNatPlcyPortFwdRangeEnd may
be restricted to less than 65535, depending on the system
specifications.
A value other than the default value of 1023 is only allowed while the
value of 'tmnxNatPlcyPurpose' is 'nat'.
