The value of tmnxMsdpPeerGrpPeerAdminState specifies the desired
administrative state for a peer under a MSDP peer group. When
tmnxMsdpPeerGrpPeerAdminState is 'outOfService' the
operational state of the MSDP peer is disabled.
By default, tmnxMsdpPeerGrpPeerAdminState is 'inService'.
