global configuration of reporting of LSP to PCE.
If the value of vRtrMplsLspExtPceReport is 'disabled' for an LSP
either due to inheritance or due to LSP level configuration, the value
of vRtrMplsLspExtPceControl has no affect.
The default value for vRtrMplsLspExtPceReport is 'inherit'.
