The value of tmnxMcPathVdoPlcySubBwLimit specifies the per-subscriber
egress bandwidth limit for the combined Retransmission (RT) and Fast
Channel Change (FCC). If the bandwidth for a request will exceed the
bandwidth limit, the request is logged and dropped.
The value of tmnxMcPathVdoPlcySubBwLimit is only applicable when
tmnxMcPathVdoPlcyChlType is set to 'default (1)'.
