the total chassis forwarding bandwidth that can be used for multicast
secondary paths when all switch cards are functional.
The value must be less than or equal to the value of
tmnxMcPathChassisPlnLimPriCapRed.
The default value is 8750 when removable switch-fabric is supported
and 9000 otherwise.
