The value of tmnxSrrpOperPriority specifies the priority of this SRRP instance advertised to the neighbor router. It is compared to the neighbor router's priority, and the SRRP instance with the higher priority enters the master state and the one with the lower priority enters the backup state. If the priorities are identical, the system IP addresses are used as a tiebreaker.
