Object
vRtrLdpNgTcpSessRowStatus is used to control the creation and deletion
of rows in the vRtrLdpNgTcpSessParamsTable.
A row can be created by setting vRtrLdpNgTcpSessRowStatus to
'createAndGo'. The agent should assign the default attribute values
and change the row status to 'active'.
A row entry can be destroyed by setting vRtrLdpNgTcpSessRowStatus to
'destroy'.
