this LDP peer is capable of sending Flow Label in its pseudowire (PW)
packet.
The value of vRtrLdpServFecLocalFLTxCapblty is 'true' when this LDP
peer is capable of sending Flow Label and the value is 'false' when
the peer is not capable of sending Flow Label in pseudowire packet.
