The value of vRtrLdpIfHelloReductionFactor specifies the number of
hello messages that are sent at consistent vRtrLdpIfHelloTimeout,
before advertising further dampened vRtrLdpIfHelloTimeout.
An 'inconsistentValue' error is returned if this object is set when
vRtrLdpIfHelloReduction is disabled.
The object is set to '0' for LDP interfaces to indicate that the hello
reduction feature is not applicable.
This object was obsoleted in release 13.0.
