Forwarding Detection is enabled for Ipv6 on this IS-IS interface.
When the value is 'true', this IS-IS interface can establish BFD
sessions and use BFD as a signaling mechanism for forming adjacencies.
When it is 'false', it cannot use BFD for Ipv6.
