The value of tmnxAncpPlcyEgrRateReduction specifies the rate adjustment for the scheduler. This object should be used when the rate returned by the the DSLAM is calculated with a different encapsulation than the 7xxx. The node will adjust the rate by the indicated percent as: DSLAM_RATE * tmnxAncpPlcyEgrRateAdjustment/100 - tmnxAncpPlcyEgrRateReduction.
