GMPLS Tunnel Group.
tmnxGmplsTunGrpId and tmnxEthTunnelIndex share the same number space
and must be unique. For example, if a GMPLS Tunnel Group exists with
tmnxGmplsTunGrpId = 1, an Ethernet Tunnel cannot be created with
tmnxEthTunnelIndex = 1.
