the value of tIPvXFltrEntryActActionId equal to 'secondary' are
created by SNMP SET operation on the object tIPvXFltrEntryActRowStatus
and destroyed by SNMP SET operation on the object
tIPvXFltrEntryActRowStatus, tIPFilterParamsRowStatus or
tIPv6FilterParamsRowStatus.
