The minimum number of bits that the server
certificate's key is allowed to be. If a server
certificate is used that does not fulfill this
condition, the server is unusable.
Valid values are: 512,768,1024,1536,2048,3072,4096,7680,15360.
Note that the MIN value cannot be greater than the MAX value
which is defined by maxRsaKeySize.
