switch (using reported RSSI values), for packets
received via this Radio
Note that this value is normally a negative value
ranging from -10dBm to -80dBm. It is possible for this
value to be positive, but that would be rare, and would
signal an exceptionally strong signal.
(This value divided by ccPortalSigStatsNumPkts yields
the average Signal value for all packets received
from this MU).
