Vlan to queue mapping.
Multiple Vlans may be mapped to any queue. On egress of the
ethernet interface all pkts tagged with the specific Vlan Id
are inserted onto the specified queue.

The number of entries in the table is given by the value
of sub10EthMgmtQoSVlanNumber.
