Vc3TTPSignalLabel
The signal label indicates the multiplexing structure of the vc3. The value of this field is sent as signal label for the vc3. The unspecified value is used for compatibilty with old sdh equipments. The `unequiped' value actives low order unequiped generator (lug). In this case all 1 signal is inserted down and up stream.
