If type = 1, the password is the string value.
If type = 2, the password is the 16-byte octet (hex) string
of MD5 of seed generated by the PoTD tool.
NOTE: This should be a hidden value in SNMPGET/SNMPWALK but user
should be able to set this using SNMPSET
