While CM is adding the CPE in the learning table, 
if it reaches the number of MAX CPE it will remove 
the existing CPE which has no upstream traffic for N seconds. 
Where N is the value of this MIB. 
N=0 means to follow original implementation. 
That is no CPE will be removed for any new comers.
