scalar SNMPv2-TCTimeStamp 
The value of sysUpTime when the BSR last began a
Remote Query polling cycle, to read values for
the rdnRQueryCmtsCmStatusTable from registered 
cable modems.   This object has an initial value of
zero, if no polls have been sent.  Once that it has
been set to a nonzero value, it is never reset to
zero again for any reason, unless the BSR reboots.
