The count of number of times the threshold of 
available IP Multicast Egress Forwarding Records was 
reached. When this threshold is reached, a new IP 
Multicast Receiver that needs new Egress Forwarding 
Record (PepStrem Record) will not be programmed to 
receive the subscribing multicast stream.
