Object
notification
This notification signifies that a RADIUS authorization
server has transitioned to 'up' or 'down'.
Note: if rbnRadiusAuthSrvState's value is 'down' and
rbnRadiusReason's value is 'packetTimeout', then
rbnRadiusUsername's value will be a username. For all other
cases, rbnRadiusUsername's value will be a zero-length
string.
