When a clear operation is issued, rcKhiPortStateSmltPortsUpList is copied into rcKhiPortStateSmltPortsUpReferenceList and will be used as a reference to indicate health. From that point onwards, if rcKhiPortStatSmltePortsUpList does not match rcKhiPortStateSmltPortsUpReferenceList, the health would be indicated as Yellow. If it matches, it would be Green.
