Clears the SW Upgrade parameters for all AUs in the Base Station:
For all AUs, rbAuUpgradeSwFileName will be set to an empty string,
and rbAuUnitControl will be set to none (1).
none (1) value is available to support Get and Get Next commands.
It should not be used in Set commands.
