This alarm indicates that TWAMP session is unavailable in the forward
direction.
TWAMP session is considered as unavailable when last Rollup Period
has more than 75% packet loss ratio.
TWAMP session is considered as available when a Rollup Period
packet loss ratio is less or equal to 75%.
